Context of the project

MSF’s Operational Center in Brussels presence in Poland has started with the outbreak of the war in Ukraine. The aim of the hub in Poland is to support projects run by MSF in Ukraine with the transit of MSF staff and supply (local procurement and freight management). The Supply components of the projects include NFI purchase and distribution through local organisations and capacity building in terms of supply chain – assessing of the existing supply set up and proposing the adapted improvements (SoP and tools).

Main purpose of the role

Defining, coordinating and monitoring the supply chain activities in the project according to MSF protocols, standards and procedures in order to ensure the optimal running of the project.

Accountabilities

Planning, establishing and reviewing the supply activities in the project including its budget, in order to identify and optimize the response to the needs of the mission and the targeted population

Monitoring and ensuring the efficient and smooth running of the following supply activities in the project: order processing, local purchase management, physical (warehousing) and administrative (management of movements) stock management, freight management, supply administration and implementation of standard supply tools (Q4, etc.)

Managing the supply team in the project, and in collaboration with the Hub/Project Coordinator, Supply Officer and Admin/Finance responsible, participating in the planning and implementation of HR associated processes

Participating in monthly reporting according to guidelines

Context specific accountabilities

Market assessment of the Polish market to identify local possibilities and opportunities in terms of local purchases. Execute purchasing activities for Ukraine mission and Polish projects. Follow up freights to Ukraine departing from MSF Supply and organize customs related processes. Assess and design adapted supply solutions if necessary.

Establish standard processes for the supply chain department in order to stabilize activities.

Requirements

Education: Degree and/or specialization in Logistics/Supply Chain is an asset

Languages: Polish and English

Knowledge: Essential computer literacy (MS Word, Excel)

Experience: Minimum 2 years’ experience in supply chain and organization of supply chain administration procedures
